What are the rules for riding e-scooters in Poland?
Under the Polish Highway Code, e-scooters may be ridden on cycle paths at up to 20 km/h, children under 10 may not use them in public places, and minors need a cycling licence.
According to the Polish Highway Code, an electric scooter is an electrically powered, two-axle vehicle with handlebars, without a seat or pedals, designed to carry only the rider.
E-scooters can be ridden by adults and by minors, but minors need a cycling licence (karta rowerowa). Children under the age of 10 may not use e-scooters in public places at all. Under the code, an electric scooter may be ridden on a separate cycle path or cycle lane at up to 20 km/h. If there is no cycle path but the speed limit on the road is 30 km/h, the scooter must be ridden on the road. Here, too, the speed limit for e-scooters is 20 km/h. If neither is available, riders may use the pavement, but they must take particular care and give way to pedestrians. The scooter's speed should be similar to walking pace (approx. 7 km/h).
New rules on penalties for traffic offences came into force at the start of 2022, and they also apply to electric scooters. The penalty depends on the offence.
